Partiendo de la reflexi\u00f3n hist\u00f3rica sobre la evoluci\u00f3n de los derechos humanos y sus mecanismos de protecci\u00f3n tanto en el contexto de las Naciones Unidas como en el contexto europeo, en donde se centra en el Consejo de Europa, la Organizaci\u00f3n para la Seguridad y Cooperaci\u00f3n en Europa y la Uni\u00f3n Europea, acaba proponiendo un diagn\u00f3stico de situaci\u00f3n de los niveles de cumplimiento y respeto de los derechos humanos en \u00e1mbitos locales.
